A moment ago he was trying to sink almost all of Central Park which would really require extreme amounts of superpower even for a special (I don't think we've even seen Sylar move something remotely that large and his telekineses is pretty powerful). 			*We don't know how close the carnival really was when Samuel created the sinkhole under the mansion and when he destroyed the Police station. We saw when he destroyed the town that the range is at least a few miles, and considering how easily the carnival can move around it's not difficult to believe that the carnival is near enough to give him the boost in his power he needed.

			When the people of the carnival were teleported out the drop in his power would have been so sudden it would have caught him off guard and he didn't expect it. I mean, don't get me wrong, there was a time (it ended right about midway through season 2) when there was no villain imaginable who was as slick and charismatic and just plain PSYCHO as Sylar. But then Adam Monroe came on the scene, and the bar for evil was raised. Quinto did a fantastic job... but there was just no competing with the incredibly fabulous Adam. And when you look at evil!Sylar in contrast to Samuel, there's again no comparison, particularly because Sylar's storyline has been so tremendously confused and awkward this season.
