Like one of the abilities he used to have was [[Disintegration touch]] or [[~~Tom's ability~~]], which he could have used after he stole his victims power to dispose the body. Maybe he only needed an empathic connection to his victim to have the power, like [[Sylar]], so he never even needed to kill.
