&lt;p&gt;&lt;b&gt;New page&lt;/b&gt;&lt;/p&gt;&lt;div&gt;I created this template mostly to 1) quickly identify blocked accounts, and 2) so we don&amp;#039;t accidentally welcome people who are blocked. It&amp;#039;s not always easy to tell which accounts are blocked, especially if a blocked person&amp;#039;s sole contributes are spam pages that have been deleted. Then it just looks like the person has no contributions yet and they haven&amp;#039;t been greeted yet. And I am not going to do a search through the block list every time I want to greet a new user. :) &lt;br /&gt;

I don&amp;#039;t think there is any need to go and mark all people who have been blocked with this template.
