<p><b>New page</b></p><div>I created this template mostly to 1) quickly identify blocked accounts, and 2) so we don't accidentally welcome people who are blocked. It's not always easy to tell which accounts are blocked, especially if a blocked person's sole contributes are spam pages that have been deleted. Then it just looks like the person has no contributions yet and they haven't been greeted yet. And I am not going to do a search through the block list every time I want to greet a new user. :) <br />
