It doesn't create excessive space (since navbars and such appear at the bottom of the screen). I mean, I don't get how people are more likely to not "know where to find them" if they're in both areas (areas which would then be linked to each other); not including characters on their respective "related story" portals makes it seem very disjointed. But I think you're wrong about the volume of work that would be added if we changed the rule.
