What criteria constitutes a character to have a list of victims? Right now, there are plenty of characters who have claimed victims, that don't have a "Victims" page.. Knox, Peter, Mohinder, etc.

  • There's no specific criteria right now. I go by which characters have a "significant" amount of victims; and yes, that's a very subjective term.
