Second, there's a lot of unknowns about the situation -- like what was it that actually led Ted to [[Billings]], or what made Ted believe that [[AWI leader|this guy]] was somehow linked to [[Pharmatech Industrial Building]]? I think that it should be noted that this could have been a government bust instead of an AWI one. (This is not likely, but still there is no conformation on this man's position.)

  • I'd be hesitant to call it a government bust for two reasons. First, there were not FBI, CIA, CDC, or any other markings on the van, uniforms, etc. That's pretty atypical of the government.
