The link still says Protect, but if you click on it you'll see that it's protected. The cascading protection is still relatively new and this may be an inconsistency. I'd imagine pages protected thru cascading protection '''should''' have an Unprotect link instead of Protect to be consistent with explicitly protected pages. - I think you understand it correctly... Template:stats bottom is indeed currently protected through cascading protection. The link still says Protect, but if you click on it you'll see that it's protected. The cascading protection is still relatively new and this may be an inconsistency.
