Walter is a New York election official who talks to Brian and Kelly about Linderman's "logic bomb".

Walter appears on Brian's monitor when Brian and Kelly conduct a video conference with him and Mr. Linderman.
Heroes Evolutions
On April 16, 2007, Hana Gitelman makes a post on her website that references a new videolog from the video conferences of Linderman's election tabulation company she has been tapping. In the video, tabulation company workers Brian and Kelly talk to Walter about downloading the data to process using their tabulation system. At the end of the day, Hana posts a link to a new videolog where Walter thanks them for the results.
On April 17, 2007, the morning videolog shows Brian and Kelly telling Walter that they added another layer of encryption to their system. That afternoon, Hana gains access to the interface and talks with Walter herself. Hana tries to convince Walter that Linderman is going to rig the election with a "logic bomb", but Walter remarks that he has been doing election monitoring for over 20 years and that he has never been more confident of the system. When Walter tells Brian and Kelly that a girl popped up on his screen and told him that they were going to rig the election, Brian remarks that it was a joke and that he had asked her to try and break in to test the line of code he replaced.
On April 18, 2007, Walter is only shown in the afternoon videolog. Brian and Kelly contact Walter and he confirms to them that the results look good.
On April 19, 2007, Kelly activates the connection with Walter in the morning videolog. Walter say that he has the test ready to go and Brian confirms to proceed. In the afternoon, Walter says that the day's tests look good and if they go smoothly again the next day, they should be all set for election day.
On April 20, 2007, Brian and Kelly greet Walter in the morning videolog, and Brian asks if Walter's ready for them to process Manhattan. Walter comments that Manhattan is the bureau that sleeps as much as Brian, that it is a go to proceed, and that he is looking forward to see Linderman that afternoon. In the afternoon videolog, Walter asks if Brian and Kelly will be his support during the election, and Kelly replies that they hope to be. Brian connects Linderman in on the conversation, and Linderman greets Walter and notes that they are looking forward to providing Walter the election results very soon.

- Walter has never been seen in any episode--he has so far only been on screen in Heroes Evolutions.
