I'm pretty sure it's Niel, based on the comments at 9thWonders. Store is a character operated by themightytruk in the Survival game. Side note: I'm not sure we should be using this image. * Wouldn't we be covered under NBC.Com and it's officially sanctioned Heroes website and Heroes Evolution RPG game's use of it allow us therefore, to do the same as a fair-use, limited number of web-resolution screenshot? We've never had to do micro-permissions before when bring NBC.Com hero's screenshots to the wiki. ** This is different. The Heroes: Survival images are uploaded by users of myNBC.com, not the Evolutions staff. So they must comply with the [http://my.nbc.com/terms TOS of myNBC], more specifically the User Content section which says the content must either be a user's own work, or another work for which the user has the rights of distribution. I suspect this image will get changed or deleted, eventually, on the Heroes: Survival website.
