Sai Yo's ability is the ability to absorb all abilities in the world, even those that currently don't have any users.

Plus, all they have to do is [[Brain removal|cut open the heads]] of people with ability mimicry abilities, and they will have fed the "must collect abilities" part of their Hunger. The other, larger part, on the other hand...
