I don't think there's any way this can be a reference to Betty. First, the cheerleaders call her "Betty Somebody" earlier (implying they don't even know her last name) and don't realize she's not a new student. Second, I just can't imagine Betty having a conversation with these cheerleaders about the Homecoming theme (nor can I imagine her giving a crap about it).
