Cryokinesis is the ability to reduce kinetic energy in atoms which reduces temperature. The target molecules slow down, thus causing them to freeze.

Sylar might have this ability.
Limits
Virtually nothing is known about the limits of this power, because no character has yet been seen actually using cryokinesis; only the results of its potential use have been seen.
