Weak muscles and natural deformities usually cause most visual impairments. Even when vision is corrected by laser surgery the body attempts to heal the cornea back to the naturally reduced level of vision.
Noah, knowing what would happen in the painting, arranged with Mohinder to be shot by him. Mohinder was able to access Claire's blood and used it to revive HRG.
