The Constrictor is a character that confronts Echo in the first Heroes webisode, Going Postal.
About
Webisode:Going Postal, Part 1
The Constrictor accompanies his partner, Agent Howard, in a mission to retrieve Echo De Mille. They approach Echo after witnessing him use his ability to ward off a dog that was chasing him. When Echo attempts to flee, the Constrictor wraps himself around Echo, squeezing him tighter and tighter. However, Echo is able to break free by using his ability on both Company agents.
The Constrictor then gets up and grabs his partner's gun as Echo starts running. He fires two shots toward Echo, but Echo keeps running. The Constrictor then shoots his partner in the head, and calls Bob on his cell phone. He tells Bob that Howard is dead, and that the situation is worse than Bob thought. He then looks at his phone to view a picture of Echo embracing a woman, commenting that "it's a shame; she's so pretty". The Constrictor then walks in the direction Echo ran.
Evolved Human Abilities
The Constrictor has the ability to mimic a snake to literally squeeze the life out of people. According to NBC.com's character reference, he has powerful arms that allow him to kill very quickly, or slowly, at his preference; his hands also have a strange numbing effect on whomever he touches. Because he tends to lack emotion and rarely loses control, he is well suited to "bag and tag" operations. He has an identical twin and is part of a gender neutral clan that is highly protective of one another. Constrictors are known for their curious lack of hair and pale translucent skin.
