I'm noticing that the writing on ''Heroes'' really isn't that complex -- every other painting in the "set" has come true, so the writers probably intended the painting to be of Jackie. Painting victim/fan theory
I'm going to throw a theory out there before I change anything, but... the text on this page for "painting claire murdered" states that the victim is Claire, but is it possible that it could actually depict Jackie? Or is there something from other episodes I'm not remembering? (A dead blonde cheerleader killed with Sylar's M.O., and that fits Jackie as well...
