Blocking Abilities
It seems to me that there is still question over whether or not it is the Haitian that blocks the mental abilities. The times that we know that powers have been blocked, he has been there. But HRG has been for a few of them as well. For Sylar at the paper firm, The Haitian may have been in another part, or outside completely, of the building.

- Mr. Bennet told Matt after he abducted him: "Trying to hear my thoughts, Matt? Not with my friend here. He's special, too." Also when Eden tried to use her power on Mr. Bennet it cut to The Haitian making some effort to block her. Jack Coleman has said in an interview[1] that at this point Mr. Bennet will not be revealed to have any powers. It's actually pretty clear that the blocking is being performed by The Haitian.
