Damien is a telepath. None + Damien could have psychically 'rifled through' Sylar's mind, found the memories Matt erased, and then caused Sylar to hallucinate the memories appearing in the mirrors.
+ Damien was dressed in medieval clothing, and was perfectly silent. He may see himself as a sort of guru or bodhisattva (or he might just have a flair for the dramatic).

Damien's actual ability is postcognition. None + Sylar does not seem to feel as if these memories are his. Also, they are all shown from a third person perspective. Therefore, Damien may not have given him his memories back but simply shown him images from his past.

+ Damien's eyes go white when he uses his ability. Precognition is a very similar ability, and that makes the user's eyes turn white as well.

Damien meant for Hiro to teleport away, or at least to intentionally sabotage Samuel's plans. None + Samuel presumably wanted Damien to manipulate Hiro to stay somehow. Instead, Hiro left. This seems like a pretty big mistake to make.
- The ability didn't have the effect Samuel wanted it to have on Sylar.
+ While it didn't have the exact effect Samuel wanted it to have, it came close. In Hiro's case, the situation completely backfired. It's possible that what Samuel wanted Damien to do to Sylar was beyond his limitations, instead of him simply "screwing up".
+ If Samuel intended for Sylar to return, then he must have a death wish.
Sylar is not all-powerful and Samuel is intelligent. Besides Samuel in all likeliness being more powerful then Sylar, he probably had some way of manipulating or containing Sylar if he ever discovered his "true self" again.
+ All-powerful? No. Extremely powerful, brilliant, and insane? Yes. If Sylar found the Carnival, he could wreak untold havoc. Even the power-hungry Samuel wouldn't be that stupid.
Samuel can destroy mansions, bring down buildings with a wave of his hands and possibly split a planet in half. Sylar sneaks up on people with enhanced memories and alchemists.
