Parking ticket date

I think it's clear that the date of 06 2008 is the vehicle license cause it only has the month and year. Normally, tickets are dated with month, day and year; and licenses just with month and year. This means the storyline of the German takes place sometime between 06 2007 and 06 2008, which is important for the timeline. • I appears to me that that the date is thus: XX 06 2008. This is because the document appears to extend past the frame of the image. Observe my annotations here. To me, the following two issues are unclear:
  1) If the date is complete as "06 2008" or if indeed there are missing digits in the date and

Parking ticket registration number

The vehicle registration number is partially blocked out. It's not clear what it is to me. One user at 9thwonders.com thinks the number is B. 522906, and another thinks it's either "B-F2-90" or "B-52-90"...maybe with a "6" tacked on after the "90" or not.
