Curare is in the IV, not necessarily the tea. Here's the relevant lines:
(Sylar regains consciousness. Mohinder has Sylar restrained to the chair and hooked up to an IV.) SYLAR: I can't feel my fingers. MOHINDER: It's the curare. It induces paralysis of the brain. Which means you can't control your abilities.
