Look at Arthur Petrelli. The person that reprisented him in the picture looks nothing like Robert Forster. If the writers want this character to be Niki/Barbra/Tracy's mum then it will be so... - The experiments that Victoria Pratt where involved in where the creation of genetic formula's.
Dr. Zimmerman is The German's father and is responsible for his son's abilities.	A photograph in Zimmerman's house shows him with both the German and Barbra.	+ They both speak with heavy German accents. + They appear together in a photograph. Even if they are not father and son it is obvious that they are connected somehow.
Dr. Zimmerman once held the Catalyst.	Dr. Zimmerman once developed a working formula.	• Dr. Zimmerman successfully induced abilities in Nathan, Niki, Tracy, and (presumably) Barbara, among others, using a formula. The new formula only worked properly when a catalyst was added, so it can be assumed Zimmerman's had also been catalyzed (it is also possibly that Ishi Nakamura catalyzed it).
