Deputy Gill, the ranking deputy at the police department in Cainan, works under the command of Sheriff Werner. He is familiar with Jeremy Greer's obsession with death and killing small animals. When Noah tries to get the boy released, Gill reads from Jeremy's journal to show Jeremy's proclivities.
Later, Deputy Gill takes Jeremy from his cell and out into a back alley. He and another local man attach chains to Jeremy's feet and prepare to drag him to his death. Gill dares Jeremy to "take his best shot", but Jeremy refuses to use his power to kill the man. The deputy tells Jeremy that he's not one of them and then kills him.
Later, Samuel destroys the station building during business hours, after Gill enters the building.
