::As far as I can tell, your english is absolutely fine. I'm not from the US but I don't think there is a three state driving limit for dogs. When I read it I assummed they meant Mr Muggles would have to get out every three states for a walk and rest and food, hence why they said he was putting his little paw down, which is a play on the human phrase putting your foot down.
