Agent Howard and his partner, the Constrictor, are on a Company mission to bag and tag Echo De Mille. Howard spots Echo using his ability to ward off a dog, and approaches him with his partner. He then explains that he is from a Company that looks for people like Echo and helps them learn how to use their special abilities.
