The Watcher is Teddy.	None	+ Teddy and "The Watcher" wear similar clothing (hats and pink shirts) and have similar facial hair. + When Teddy made a cart disappear (Tabula Rasa), he did it in front of the ball toss game. The Watcher is the ball toss attendant. + Teddy's ability allows him to hide things. He appears to live in it (unless he has his own compass and/or some kind of teleportation ability), and he interacts with the carnies often (albeit in creepy, evil ways). - Judging by his James Bond Evil Mastermind-style ranting in Chapter 8 of Slow Burn, I doubt he would have even let himself be seen without flipping out/blackmailing someone. - Teddy looks like he's in his 20s. The Watcher has grayish-white hair.
