The Watcher is Teddy. None + Teddy and "The Watcher" wear similar clothing (hats and pink shirts) and have similar facial hair.

+ When Teddy made a cart disappear (Tabula Rasa), he did it in front of the ball toss game. The Watcher is the ball toss attendant.
+ Teddy's ability allows him to hide things. The Watcher mysteriously pops out of nowhere, perhaps being able to make himself disappear.
- They have different abilities.

+ Teddy could have manipulated Sylar's eyes to make it seem as though the cart disappeared.
- Samuel would know if this wasn't Teddy's ability.
+ Teddy could have manipulated everyone into believing this was his ability.
+ Nothing suggests that Samuel does not know what Teddy's ability is.

- The Watcher claims that everybody wept when they discovered he was gone but gradually accepted it. The carnies still know Teddy is around.

+ He never stated who wept for him. It could have been his family, at a time before he joined the carnival.

- Aviv knew Teddy, but he states the Watcher is not one of them.

Aviv stated that the Watcher wasn't part of their family; that term seems to represent the concept of all evolved humans being connected, not necessarily membership in the Carnival.

The Watcher stated that he was not part of the carnival at all.

What qualifies someone as a member of the Carnival? He appears to live in it (unless he has his own compass and/or some kind of teleportation ability), and he interacts with the carnies often (albeit in creepy, evil ways).

- Judging by his James Bond Evil Mastermind-style ranting in Chapter 8 of Slow Burn, I doubt he would have even let himself be seen without flipping out/blackmailing someone.
