Donald was related to the Liquid Man. None + They had the same ability, and appeared to have similar facial features.
- Having the same ability doesn't mean two people are related, there are several people with the same ability that aren't related.
Donald most likley does not know how to speak Russian.
+ Just because relatives can speak languages, doesn't mean people can. Noah can speak Japanese, yet Claire cannot.
Donald Essex is still alive. None + Tracy managed to regenerate herself after far more dire injuries than what Donald suffered.

- Tracy doesn't have the same ability as Donald.

+ We don't know the full extent of Donald's ability. They've shown similar abilities though, creating torrents of water and turning into water.
- Tracy's ability started out as freezing things. Nothing indicates Donald was ever able to freeze things.

+ All water mimics are capable of transforming themselves into a liquid state and back again. All that has happened to Donald is being turned into a liquid state; it stands to reason that he could simply turn himself back again as soon as he regained consciousness.
+ Tracy discovered that she could turn into water after being frozen solid, shattered into pieces with a bullet, and finally reassembling as her melted remains sluiced through the sewer. Donald Essex had known about his ability for years. It's quite possible that Donald's superior control over his ability would allow him to survive the effects of whatever Danko sprayed him with.
