It seems like it's a misunderstanding, and Gabriel Bishop is correct--if you'd like to create fan pages, you can do that under multiple subpages, not as new users. Just let me know if some of the other users (like [[User:TedGordon]], [[User:Gordonfamily:Katrina]], or [[User:LucasTelekinesis]]) are you so we can take care of it.
