Theory Citations Notes
One member of the group of twelve had the ability to control weather. Bob claims that someone from the Company turned a tsunami into a light Miami snowstorm. (Out of Time) + Weather manipulation would account for this.
- The person could have worked for the Company and not be one of the twelve.
- The snowstorm could have been a natural occurance. Bob only hinted that the tsunami would have been the headline if it weren't for their intervention.
+ A snowstorm in Miami is likely not a natural occurance

- The tsunami could have been stopped via a means other than weather control.

+ Cryokenisis Would allow a tsunami to become a snowstorm, we have seen this power and it isn't unlikely that one of the twelve also had this power.
+ But weather control is the best explanation for the tsunami becoming a snowstorm.


- Bob could have invented or embellished the story just to try and get on Nathan's and Matt's good side.

Adam Monroe took the picture of the group of twelve. None + Everyone seems to count Adam as a part of the group of twelve, but he is not seen in the picture.
- There are twelve people in the picture.

- Judging by the apparent ages of the people in the photographs, along with fashion and hairstyles, the photograph was taken less than thirty years ago, when Adam would have still been locked up in the facility.

The photograph is not a picture of the entire group of twelve. Kaito Nakamura told Angela Petrelli, "Charles Deveaux. Linderman. Your husband. All of them. Dead. Now there are nine." (Four Months Ago...) + Everyone in the photo who has been identified is a member of the group of twelve, but this doesn't necessarily prove the unidentified people are.
+ The fact that cutouts of the heads are being used to intimidate members of the group doesn't prove anything either. It only means that everyone that Monroe intended to kill is in the photo.
+ The only truly plausible way for Adam to be in the photo is if he is Arthur Petrelli. This would cause much of the War Buddies graphic novels to seem almost contradictory, or at least confusing enough to be completely out of character for how the graphic novels and the show typically interact.
+ Kaito says 3 of the twelve are dead and 9 are left but he also says all of them meaning there could be more.
