Simon Bolivar is a man summoned by Libertad to deliver a message to Harmon.

A man approaches Harmon when he is outside the Angry Skunk bar. After saying he is Simon Bolivar and is at Harmon's service, he shows Harmon a message, which reads "Viva Libertad! Rebel & Be Saved". He then nervously asks Harmon to take it so that he can get out of there.
