I wasn't able to tape, so is this how the actor was credited at the end? As shown on screen, he's a process server, delivering a warrant. It's a common profession, and they are usually contracted by a large number of persons. Presumably they're good at their job of coming up to people anonymously, confirming who they are, and then handing them the warrant or papers or whatever.
