Meredith would have been a reasonably young mother (around 20), and as stated in the graphic novel Hell's Angel she was living in an apartment complex, where many members of the same family can live. If this was Elle's grandmother's residence, Claire and Elle would at least be cousins, if not sisters. - Hell's Angel heavily implies that Meredith started the fire.
