This is not a prophetic statement. + Tom Miller developed a power, later in life. - No information is given regarding when Tom Miller developed his power. + The list does not mention everyone and who knows how long the gene takes to activate? - According to the file Noah had on Jeremy, the Company started keeping a watch on Jeremy before he manifested, because there his genome was a match to an ability. + Noah is only about 5-6 years older than Nathan who discovered his power at 39 in 2006.
