It only means that everyone that Monroe intended to kill is in the photo. + The only truly plausible way for Adam to be in the photo is if he is Arthur Petrelli. This would cause much of the War Buddies graphic novels to seem almost contradictory, or at least confusing enough to be completely out of character for how the graphic novels and the show typically interact. + Kaito says 3 of the twelve are dead and 9 are left but he also says all of them meaning there could be more. • It's possible that Adam is simply not counted among the twelve. According to Bob, he brought the twelve together. That does not necessarily mean he was a member.
The journal female who was believed to have clairvoyance that gave a red hair sample was none other than Victoria Pratt, the woman who "wanted to be left alone". However, her clairvoyance is so developed that she is basically omniscient, almost creating astral projection.	None
