Diego Velasquez is an evolved human with the power of Astral projection.
Diego sits in a diner and recounts the day he first learned of his ability. He meets with a man named Charles who has the same ability as him. Charles explains how repeated use of his ability has weakened his body and he is dying. He warns Diego about responsibility, and both astral forms appear next to Charles' body. Saying goodbye, Charles's spirit disappears, but his body does not awaken. His daughter sits at his bedside and cries when she sees the monitor flatline. Back in the diner, Diego sees on TV about a plane crash in a nearby field. Diego races home to see what is happening.
In his house, Diego uses his power to spy on what's going on at the crash site. By the time he gets there, he watches a woman get shot. He then notices a man who is drawing what appears to be a picture in the air, although nobody else seems to notice him. Diego then sees the same man down near a bunch of other people, and see the drawing is of the scene itself unfolding.
Diego has the ability to project his astral form. While in this state, his body appears to be unconscious and he enters a trance. His astral form is able to move through physical objects and he cannot be seen or heard. He is also able to perceive other people using similar abilities, as he sees Matt Parkman's mind while drawing the future.
According to his assignment tracker file at primatechpaper.com, his control index is 45%. His data analysis shows his biological level at 20, cerebral at 25, elemental at 15, and temporal/spatial at 70.
