Agent Wilson records Phoebe's information after she was apprehended at a pro-evo rally. When Quentin asks why the Department of Homeland Security needs to know this information, Agent Wilson responds that it is a federal mandate that all evos need to be registered. She then directs Phoebe to have her photo taken.
