The Civilian
In chapter 2 of The Civilian, Cooper, who has been severely burned all over his face, chases after his prisoner after he escapes. After Rachel is assigned to locate Toby, a missing boy, she learns that his older brother Cooper, who was convicted of murder, was sighted in the town. Rachel eventually finds Toby's half-dead body and is approached by Cooper, who aims a shotgun at her head. Rachel asks Cooper when he "manifested" and he realizes that Rachel knows more about what is going on than he thought. Cooper tells her that Toby manifested and hurt some people, and that he only wanted to protect him. Rachel warns Cooper that one of them will be seriously hurt if they fight and Cooper lowers his gun, as he respects her bravery. Cooper then tells Rachel that she will learn the truth about everything.
In chapter 4 of The Civilian, Cooper approaches Rachel after she enters Smokey's Bar in search of Smokey. Rachel notices that Cooper is wearing a jeweled necklace and she asks why he is wearing it. He refuses to divulge that information and demands to know what she is doing. Rachel tells him that she is looking for Amber and Cooper looks surprised. Rachel asks if he knows where she is and Cooper lets her go, warning her not to follow. He leaves the bar and Rachel wonders just how much he knows.
In chapter 5 of The Civilian, Cooper is with the local gang when Rachel, Claire and Store approach. Cooper warns Rachel to back away and threatens her with his ability. He claims that he is protecting all of them and Rachel demands to know who he is working for. Kelly shows herself and the city gang arrives. There is a fight in Lyneboro's main street and Cooper's fate is left unknown.

Cooper has the ability to generate and manipulate electricity. With this power, he has been able to kill many city people.
