Washington was born in Watts, Los Angeles, and appears to have spent his childhood in the informal care of people other than his natural parents. Sometime during his early adolescence, he became the de facto ward of a Los Angeles street gang. Sources suggest that Washington may have worked for a number of years as a key soldier for a notorious southern Californian syndicate crime figure.

Intelligence collected from former accomplices has revealed that Washington discovered his ability to draw strength from fear in his teenage years, using it to rise rapidly in the Los Angeles criminal scene. Starting with taking control over his own gang, Washington, soon brought several street gangs under his control. This intelligence suggests that Matt Parkman may have been a long-standing auxiliary parent figure for Washington, possibly in the context of Parkman's service as a parole officer. Unfortunately, it appears as though Washington chose to distance himself from Parkman's guidance, instead pursuing a darker path.

Washington eventually challenged the same southern Californian syndicate leader he had once worked for. [Sentences Omitted: Classified] Washington resettled in New Orleans, intent on regaining his former standing and eventually returning to Los Angeles to take his revenge.

Company surveillance on Washington first began during his rise to power in New Orleans. The decision to terminate surveillance early and apprehend Washington was made as a result of a high-profile altercation at a New Orleans diner, during which Washington murdered a number of local gang members publicly through the use of his ability. It was at this diner that Knox met a fellow evolved human, Jesse Murphy (see case file C3019), and partnered with him with the goal of taking over New Orleans' criminal element in its entirety. The two gangsters have taken steps towards accomplishing this goal already, and despite efforts to apprehend them both Murphy and Washington remain at large. [Sentences Omitted: Classified]

Due to an adolescence spent in the highly structured hierarchy of organized crime, the subject has a deep-seated psychological deference towards authority figures of sufficient power. However, the manifestation of his ability has caused the subject to develop a confrontational attitude towards most other individuals, having experienced cognitive dissonance after previous authority figures have proven incapable of accepting the subject or countering his will.
Despite heightened aggression and deeply habitualized patterns of cruelty and even sadism, the subject exhibits above average intelligence and manipulative capabilities, exploiting baser emotions such as greed and fear to gather followers in both Los Angeles and New Orleans. Deeply vengeful, the subject exhibits considerable attachment to revnge motifs, a trait he shares with his accomplice Jesse Murphy.
