Eugene Pakowski is a dirty cop involved with Oscar Gutierrez's death.
Character History
Odessa
After the death of his brother, Carlos Gutierrez begins trying to find out how Oscar was set up. He sees the name "Pakowski" on Oscar's board of clues and takes a visit to Eugene Pakowski. Pakowski tells Carlos a name, "James Dearing."
