Oscar Gutierrez was Carlos's brother. After the disaster that was June 13th, Oscar set up an underground railroad for evos to find refuge in Canada. When he returned to Los Angeles, he took up the mantle of El Vengador to protect those who could not protect themselves. Oscar was fatally shot by a woman pretending to be a victim, and he died in Carlos's arms.
