Using his ability to control earth-based substances, Samuel Sullivan has been responsible for the deaths or injuries of the following victims.

List of victims

Arnold - Knowing that Arnold suffers from a brain tumor, Samuel has him kidnap and trap Charlie Andrews at an unknown point in time (Once Upon a Time in Texas), which causes him to bleed heavily; soon thereafter, Samuel strangles Arnold with his oxygen tubes, killing him. (Bloodlines, Part 2)
Dinner party host and attendees -- Samuel uses his ability to create a sinkhole beneath the home of his childhood, destroying the building and killing the woman who rejected his request to come in, as well as two other attendees. (Ink)
Deputy Gill -- Gill dies in the Cainan Police Department when Samuel brings it down. (Strange Attractors)
Gill's accomplice -- Deputy Gill's accomplice enters the Cainan police department with Gill before Samuel brings it down. (Strange Attractors)
Everyone in the police station -- When he destroyed the station he killed everyone else who was in there including any other cops and prisoners. (Strange Attractors)
Pig -- Samuel kills a pig to eat for the Christmas dinner. (Bloodlines, Part 1)
Joseph Sullivan -- After learning that Joseph had been hindering his powers and had called Danko to take him away, Samuel flung a rock through Joseph's throat, fatally wounding him. He blamed it on Danko and later Edgar, but Hiro and Lydia from the future learned the truth. (Thanksgiving)

Edgar -- In 1995, Samuel slaps Edgar when he calls a fortune teller "some old hag" (Stolen Fate). In the present, Samuel chokes Edgar with an ink hand, forcing him to do his bidding (Orientation).
Mohinder Suresh -- Samuel attacks Mohinder in a motel room angry that he has burned a film he wants. Angry, Samuel crushes a rock and uses the bits like shrapnel, apparently killing Mohinder. Unknown to Samuel, a Hiro Nakamura from the future was aware of this and put a Kevlar vest on Mohinder, saving his life and leaving Samuel thinking he killed him. (Brother's Keeper)
Becky Taylor -- Samuel tasers her when she is fighting with Noah to stop her (Shadowboxing).
Sylar -- Before Sylar can try to kill him, Samuel creates a small but powerful dust storm that grinds off half of Sylar's face. (Let It Bleed)

Samuel invited Captain Lubbock to the carnival, assuming that Sylar would kill the law officer. Though Samuel did not kill Lubbock (nor did Sylar--it was Edgar who murdered the captain), he is still partly responsible for bringing about Captain Lubbock's death. (Tabula Rasa)
In an alternative path of Slow Burn, Samuel kills Chris Bowman.
In an alternate timeline, Samuel killed Mohinder out of anger.
Samuel blamed his brother Joseph's death on Danko, but he was the one that did it and lied to protect himself. He did it out of anger and by accident, immediately regretting it, but couldn't change it and didn't have Hiro change it either despite it apparently happening the same night that he killed Mohinder initially.
At the end of chapter 10 of Slow Burn, Samuel gives the Bowmans a choice about killing The Watcher. If they decide to kill him, Chris, Samuel, and Bo take him into the woods, where the other carnies see a pillar of flame, as well as feel the earth shake.
