In chapter 2 of The Civilian, Rachel finds Smokey drunk in his bar. She talks to him about his son Toby, who has gone missing. He refuses to believe that his other son Cooper had anything to do with it and tells Rachel that Toby liked to go fishing in the woods but he never came back from his last trip.
In chapter 3 of The Civilian, Rachel goes to Smokey's Bar and talks with him. Smokey does not want to talk with him, as he blames her for not finding Toby.
