Lieutenant Links is a Costa Verde police officer who knows Rachel Mills.

In chapter 2 of Faction Zero, Rachel Mills goes to a police station in Costa Verde to see Lieutenant Links. He comments that he guesses that one terrorist in Costa Verde wasn't enough, and asks how he can help her. She wants all information about Mensen, and he agrees.
In chapter 3 of Faction Zero, Rachel tells Claire that Lenks told her about a group of specials in town, and she is going to check it out.

- It is likely he knows about evolved humans, as he passed on information to Rachel about a group of them.
