Victor and his sister, Valerie, work in a circus that Anna is sent to rescue.
Character History
In chapter 10 of The Agent, Linda Niles introduces Anna Korolenko to Victor and his sister, Valerie, while they are hiding in a cellar underneath the circus. She refers to Victor as Valerie's maybe-brother, maybe-ghost, and notes that they are the W in LAWR (V + V = W). When Valerie demonstrates her and her brother's power to Anna, she touches Anna's shoulder. Anna is then transported across the room, with Victor touching Anna's shoulder.
It is unclear as to the exact nature of his ability, but he seems to be able to 'share' anything with his sister, when Valerie touches Anna's shoulder, Anna suddenly moves across the room and Victor is touching her shoulder.
