The Agent
In chapter 10 of The Agent, Linda Niles introduces Anna Korolenko to Victor and his twin sister, Valerie, while they are hiding in a cellar underneath the circus. She refers to Victor as Valerie's maybe-brother, maybe-ghost, and notes that they are the W in LAWR (V + V = W). When Valerie demonstrates her and her brother's power to Anna, she touches Anna's shoulder. Anna is then transported across the room, with Victor touching Anna's shoulder. When Anna jumps away in shock, Victor just stares at her. Linda explains to Anna that Valerie and Victor can transfer anything up to person-size, and that if one of them has something, the other can obtain it. She adds that she has seen them pass a whole family from Pennsylvania to California in thirty seconds, but that they get kind of irritable when they are apart for too long.
Evolved Human Abilities
It is unclear as to the exact nature of his ability, but he seems to be able to 'share' anything with his sister, when Valerie touches Anna's shoulder, Anna suddenly moves across the room and Victor is touching her shoulder.
