Miles Lecomte is part of the Unity faction that aids Claire and Rachel in their attempt to find Wildman.
About
Miles spent most of his childhood either in a foster home or on the street. When his ability manifested, he primarily used the memory stealing aspect of his power, becoming a small-time con artist and petty thief.

Faction Zero
In chapter 4 of Faction Zero, Miles is brought by Kelli Wheaton to Costa Verde to help hunt down Thompson, Jr. He is holding some papers and coffee, remarking some people are going to be upset by this.
Evolved Human Abilities
Miles has the ability to steal the memories and physical skills of others. When he touches people, he selects which memories and skills he removes from them, and then is able to use those skills and memories himself. Miles can even remove everything from a victim, leaving the person "a blank slate".
