The Agent
In chapter 7 of The Agent, a group of twenty people greet Rachel Mills and Anna Korolenko when they materialize in the plant nursery of an abandoned office building in New York City. One of the people in the group, a girl Rachel thinks must be in her twenties, motions towards one of the men and says he is their leader. After the man introduces himself, the girl tells him not to do something when he reaches out with his hand towards their guests and temporarily activates his ability. Afterwards, she listens to Rachel's and Anna's warnings, then helps the group gather their possessions into boxes so that they can flee their makeshift home.
