The man who holds this power was able to initially call enough water to create a wave large enough to overcome the agents assigned to capture him. However, after regrouping later, the agent Maarten, who holds the power of Pyrokinesis, was about to use his power to overcome and corner the man in a railway car.

It is unclear if the person weilding this ability can actually breathe water.
