Dave has only been shown to use this ability once, he pointed at Andy Lewis and then he was paralyzed, though he was able to move his arm for a short amount of time. Dave has insinuated, though not explicitly said, that his ability stronger when at closer proximities (Requiem of a Prison Break) Additionally, Dave has once explicitly stated that he cannot use his ability, this is either because he was to far away from the victim, or because he was under the effects of Curtis' abiltiy, making him unable to aim properly (Dave Rogers, Part 1).
